Toward a Better Governed City of Los Angeles: The Final Recommendations of the LA Governance Reform Project

The Los Angeles Governance Reform Project, co-chaired by Kirwan Executive Director Ange-Marie Hancock, responded to the need for better local governance through a year-long effort to understand the research and the desires of Angelenos for a more representative government. Together with academics from eight institutions, the project presented recommendations based on 12 focus groups, a bilingual poll of registered voters, and 18 informational briefs summarizing social science research on three topics: independent redistricting, council size and format, and ethics reform.
